chore(release): prepare 5.0.0-rc3

- Set the prerelease label rc3, and add 5.0.0-rc2 to the versions that
  the PowerShell Gallery already has.
- Extend the description of the manifest, which the PowerShell Gallery
  shows, with the archive note (maintainer decision of 2026-10-06,
  Decision 18).
